Export Control
Humboldt-Innovation GmbH is a place of international collaboration in research and education. In this context, Humboldt-Innovation GmbH cultivates international research cooperations and teamwork. The associated participation in foreign trade through the export and import of scientific goods, such as scientific equipment, materials, or software as well as through the transfer of intellectual property (e.g., technologies, know-how, scientific services) results in the obligation to comply with the applicable laws and regulations – an export control is necessary for this.
Humboldt-Innovation GmbH would like to ensure that research and scientific exchange is carried out in line with its own guiding principles and ethical standards.
Within the framework of its legal und international commitments, export control relies on the freedom of foreign trade and restricts foreign trade in selected – safety-relevant – areas. Permissions and restrictions require the self-responsible observance of each participant. The purpose of restrictions within German and European export control is essentially to prevent the following
- proliferation of weapons of mass destruction,
- uncontrolled transfer of conventional armaments,
- terrorism, repression, or human rights violations abroad through sensitive good.
Civilian goods that undermine or could undermine the purpose of the restrictions (so-called dual-use goods) and, in certain cases, the exchange of knowledge (so-called “technical assistance”) are also subject to export control regulations.
Violations can lead to personal criminal penalties such as fines and/or imprisonment for the acting and institutionally responsible persons.
In order to protect its staff and itself from these consequences, Humboldt-Innovation GmbH has appointed an export control officer offers who offers advice as well and clarification of cases of doubt, as well as supporting staff of Humboldt-Innovation GmbH in application and reporting procedures at the German Federal Office of Economics and Export Control (BAFA).
